Your Committee on Finance, to which was referred Resolution No. 423-14, reports as follows:
Resolution No. 423-14, transmitted by Council Member Dru Mamo Kanuha, via Communication No. 871
dated April 24, 2014, authorizes the Director of Finance to enter into negotiations for the acquisition of
Tax Map Keys: 7-7-008:021 and 023, White Sands Mauka in the Ahupua'a of Pahoehoe in the District of
North Kona, pursuant to Chapter 2, Article 42, Hawai`i County Code 1983 (2005 Edition, as amended).
The White Sands Mauka property is listed as a key priority for purchase in the 2013 Annual Report of the
Public Access, Open Space, and Natural Resources Preservation Commission.
Council Member Kanuha spoke in support of the resolution. He stated that this property will help with
cultural preservation and expand public outdoor recreation. The property will connect future subdivisions and
will be an expansion of Kipapa Park.
Council Members Ford and Eoff expressed their support for the project. Ms. Ford commended the Kipapa
`ohana and thanked them for their diligence of the land.
Finance Property Manager Ken Van Bergen came before Your Committee to answer questions. He stated that
property is currently foreclosed and is bank-owned. Mr. Van Bergen encouraged the Council to act quickly
because it is zoned for a 120-unit condominium and may become desirable to investors; therefore,time is of
the essence.
Pursuant to Section 2-218, Hawai`i County Code 1983 (2005 Edition, as amended), the Director of Finance is
authorized to enter into negotiations for the acquisition of White Sands Mauka in the Ahupua'a of Pahoehoe in
North Kona, pursuant to the terms of Resolution No. 423-14.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 423-14, and
recommends its adoption.
