Bill No. 253, transmitted by Council Member J Yoshimoto, via Communication No. 876 dated
April 28, 2014, initiates an amendment to Article III, Section 3-6 of the Hawai`i County Charter
(2012 Edition), relating to the term of appointment for the County Clerk.
The proposed bill establishes a six-year term for the County Clerk.
Several Council Members expressed their concerns for the bill.
Council Member Ford opposes the bill. She feels requirements, such as qualifications and
education, need to be included in the bill. In addition, a selection process also needs to be in place.
Council Member Onishi suggests that either the term be lowered to 4-years or that a civil-service
office manager be considered to work for the County Clerk and help support Committee and
Council Services.
Council Member Kern supports the bill and feels that it brings stability to the position and makes it
less political.
Council Members Eoff and Kanuha support the bill as written. Ms. Eoff stated that the County
Clerk position requirements would be hard to define since their duties are so vast.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 253, and
recommends its passage on first reading.
