The SRTS program's goal is to improve the ability of children to walk or bicycle safely to school. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii Department Transportation for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $100,000 grant to the Safe Routes to School program account. Please waive this resolution and bill from the Finance Committee and place them on the June 4, 2014 Council Agenda so that the funds may be accepted during the current fiscal year. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Recently adopted Chapter 19-109, Hawai'i Administrative Rules (HAR), enables the Department of Transportation (DOT)to distribute state funds from the safe routes to school (SRTS) program special fund to counties. The County of Hawaii will implement the safe routes to school (SRTS) program in part or whole by moneys from the safe routes to school program special fund to primarily benefit elementary or middle school children; and achieve at least one of the following goals: Enable and encourage children, including those with disabilities, to walk or bicycle to school; Make walking and bicycling to school a safer and more appealing transportation alternative, thereby encouraging a healthy and active lifestyle from an early age; and Facilitate the planning, development and implementation of projects and activities that will improve safety and reduce traffic, fuel consumption and air pollution in the vicinity of schools. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
