The generator, while being maintained and operated by the County, will remain the property of the DLNR's Hunter Education Program. As a condition to receive this generator, the County is required to enter into an agreement with the DLNR, which specifies certain terms relating to the maintenance and operation of the Range, as well as terms of the maintenance and operation of the generator. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii Department of Land and Natural Resources in order to receive the generator specified above. The Department of Parks and Recreation is requesting that this resolution be waived from the Finance Committee, and be placed on the June 4, 2014 Council Agenda in order to expedite this transaction. REQUEST: To accept and acknowledge a transfer of one (1) Honda EB 10000 gas-powered portable generator to be located at the County of Hawaii Trap and Skeet Range located at 1010 Leilani St., Hilo. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Council action is being requested to allow the Mayor to enter into an agreement with the State to accept a transfer of equipment from the State of one (1) Honda EB 10000 gas-powered portable generator valued at $5,729.12. In accordance with Wildlife and Sport Fish Restoration federal funding, the Hunter Education Program shall retain ownership of the generator for its expected life, the generator will be for public use and it will be disposed of in a manner consistent with federal and state disposal procedures. The Department of Parks and Recreation will be responsible for maintaining the generator for its useful life. Please waive from committee review and send directly to the County Council for consideration at its next meeting. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda. Sincerely, Valerie T.
