Bed & Breakfast establishments. Section 25 -4 -13. Home occupations. When looking for a home to buy, we look at the covenants and restrictions to insure that we're buying in an area that meets our needs and lifestyle. To find, at a later date, that suddenly there are new zoning laws that take these protections away is devastating. Section 25 -4 -7 does just that. Under (6) eliminating the provision of compliance with restrictive deed covenants. New section 25 -4 -13, Home occupation. Allows home occupations in all districts. This new ordinance deletes the provision on mechanical equipment. It allows for sale of goods. It will permit one outside employee for the business. It allows outdoor storage of material and supplies, just screen it from the public. Draft 1 required plan approval for all home occupations. Along comes Draft 9: (1) Deleted subsection © requiring plan approval for home occupations. Now there are absolutely no controls. (2) Group instruction was deleted from the list of prohibited uses as a home occupation. (3) Any activities involving frequent visits by the public was also deleted from the list of prohibited uses as a home occupation. I can see where a piano teacher should be able to get a permit and there are occupations such as real- estate and insurance where someone would have a home office. However, this section is so broad you could find your neighborhood turned into a business area. Again, your covenants mean. nothing. The County should only be able to grant permits in areas that do not have covenant restrictions. The above sections can have a tremendous impact and totally change and damage our family lifestyle. The public looks to the powers that be to protect our family neighborhoods, not destroy them.
