Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year for a new
multi-year lease agreement for two four-wheel drive backhoes for the Department of
Environmental Management. This equipment is to replace obsolete backhoes currently in use in
Hilo and Kona operations.
The Department of Environmental Management is requesting that this resolution be waived from
the Finance Committee, and be placed on the June 18, 2014 Council agenda in order to expedite
the award of a bid. If there are any questions, please do not hesitate to call Robin Bauman of the

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for two (2) Four Wheel Drive
Backhoes for a period of five (5) years for the Department of Environmental Management, Solid Waste
Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division is requesting to replace two (2) four wheel drive backhoes. Current backhoes have
exceeded their useful lives and are too costly to repair.
The backhoes are used on a daily basis in both Hilo and Kona. This equipment is used for the removal and
loading of refuse and construction aggregates, digging and trenching, and maintenance of transfer stations
and landfills.
The cost in recent years for this type of equipment has been around $125,000 each, with an estimated
monthly lease payment of$2,300.
Funding for the lease is included in the fiscal year 13-14 budget and the proposed fiscal year 14-15 budget.
This equipment will be lease financed such that the County will own the equipment at the end of the five year
lease.
We respectfully request that this resolution be waived from committee and placed on the next Council
agenda in order to expedite the award of a bid currently projected for late June or early July.

RE: Resolution No. 450-14 : A Resolution Authorizing the Payment of Funds of a Later
Fiscal Year and of More Than One Fiscal Year for a Multi-Year Lease for Two (2) Four-
Wheel Drive Backhoes for the Department of Environmental Management.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
