Dear Chairman Yoshimoto & Council Members:
Re: Testimony in Support of Corporation Counsel Nominee Molly Stebbins
I would like to support Mayor Kenoi's nomination of Molly Stebbins as the new
Corporation Counsel for the County of Hawai'i. I have known Molly for the past seven years
since her hire with the Office of the Corporation Counsel. She came to us after a clerkship
with now Supreme Court Justice Michael Wilson. I served in the Office of the Corporation
Counsel for 25 years and have some idea about what makes a good Corporation Counsel.
While experience is always preferred in most situations, it is not always the only criteria. Many
of our Corporation Counsels have come into the position with no previous experience with the
County, but have been able to perform admirably.
I think the most important qualities for the Corporation Counsel are that they can be a
quick study and be able to be decisive. Knowing your clients and understanding where they
want to get are the real keys in having an effective Corporation Counsel. The worst thing that
they can do is sit back and say you can't do this or you can't do that, because that really helps
no one. Molly came to us right out of law school and I believe we were able to instill these
values in her. She works well with the Departments that she was assigned to, willing to spend
the extra time and effort to see that their needs are met.
I know she would take this assignment very seriously and devote all of her time and
energy into trying to be the best Corporation Counsel that she can be and to try and make the
Corporation Counsel's Office a place that will take the back seat to no one.
