RESOLUTION NO. 452 14
A RESOLUTION URGING THE ADMINISTRATION TO WITHDRAW REQUEST
FOR PROPOSAL NO. 3044 AND ISSUE A NEW REQUEST FOR PROPOSAL TO
PROVIDE FOR THE ELIGIBILITY OF THOSE ENTITIES OR A COMBINATION OF
ENTITIES WHICH SEEK TO MAXIMIZE THE OUTPUT OF COMPOSTABLES.
WHEREAS, the narrative of Request for Proposal (RFP) No. 3044 was in alignment with
the Council sentiment to maximize compostables in order to decrease dependence on expensive
imported fertilizer, reduce the carbon footprint of our island population, and support the County's
zero waste goals memorialized in Resolution No. 356-07, Draft 2; and
WHEREAS, the details of the RFP limited proposals to massive waste -to -energy systems
by calling for a single proposer who has three years of experience handling 95,000 tons of
municipal solid waste per year and can cite a reference project to verify that experience; and
WHEREAS, the RFP seemed to also limit proposals by requiring substantial production
of energy; and
WHEREAS, several responders that specialize in compostables were eliminated; and
WHEREAS, the RFP should allow for proposals from teams of experts in their field,
with each verifying three years of experience with a single component of the waste stream versus
a single -proposer approach; and
WHEREAS, the RFP should award points to strategies that maximize environmental
benefits and promote community-based green jobs versus investing in expensive equipment; and
WHEREAS, other states are moving away from facilities that are dependent upon large
municipal waste streams in preference to smaller, local operations; and
WHEREAS, most waste -to -energy facilities are dependent upon petroleum sources and
cause significant air, water, and soil contamination and pollution; and
WHEREAS, it is important to consider recycling, compost production, and increasing
public participation and responsibility when formulating a comprehensive solid waste program
for the County of Hawaii; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF IIAWAI`I that it
strongly urges the Administration to withdraw Request for Proposal No. 3044 and issue a new
Request for Proposal to provide for the eligibility of those entities or a combination of entities
which seek to maximize the output of compostables.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William P. Kenoi and the Director of Environmental
Management.
