Ford, Council Member SUBJECT: Proposed Amendments to Bill No. 231, Draft 3; An Ordinance Adopting a Pay Plan for Persons Employed by the County Other Than Those Whose Pay is Otherwise Provided for, Designates Payroll Periods, Pay Days, Prescribes Requirements with Respect to Official Fidelity Bonds, and Repeals Ordinance No. 13-50 and All Amendments Thereto, Said Ordinance to be Known as the Salary Ordinance of 2014. Please find attached proposed amendments to Bill No. 231, Draft 3. The proposed amendments are illustrated below by Ramseyer format (material to be deleted is bracketed and stricken; material to be added is underscored). 1. Bill No. 231, Draft 3, is amended by amending subsection (B) of Section 3 to read as follows: "(B) The salaries of the Executive Assistant to the Council Chairperson, Deputy Executive Assistant to the Council Chairperson, Legal Specialist, Administrative Assistant to Legislative Auditor, Administrative Assistant to the County Clerk, Special Assistant, Audit Analyst, Legislative Specialist, Council Aide, and Council Legislative Assistant of the Legislative Branch shall be at the following rates: Pay Grade EA-1 A B C D E 33,468 35,136 36,900 38,748 40,692 F G H 42,720 44,868 47,112 7 X33. l.5 Comm.No _..... The Council Chairperson shall assign employees to a pay grade to be effective with the 2014-2016 Council term and thereafter. The pay grade is as follows: CA-1 and CLA-1 First Term of 2-Years Step A CA-1 and CLA-1 Second Term of 2-Years Step B CA-1 and CLA-1 Third Term of 2-Years Step C CA-1 and CLA-1 Fourth or More Term of 2-Years Step D J Yoshimoto, Chairperson And Members of the Hawaii County Council June 4, 2014 Page 4 The Council Chairperson may also assign employees to any of the steps within the appropriate pay grade pursuant to Hawaii County Charter Section 13-3 and Rule 20 of the Rules of Procedure and Or$Zanization of the Council of the County of Hawaii, by determining"...that the person to be appointed is fully qualified by experience and ability to perform the duties of that office or position." Prior to any appointment or step movement in the CA-1 and CLA-1 positions authorized by the Council Member, the Council Chairperson shall review and may approve the appointment or step movement."
