SUBJECT: Proposed Amendments to Resolution No. 444-14; A Resolution urging the
Hawaii Invasive Species Council to award a $400,000 grant to the Hawaii
County Department of Parks and Recreation to research methods to control the
spread of the little fire ant.
Please find attached proposed amendments to Resolution No. 444-14. The proposed
amendments are illustrated below in Ramseyer format with respect to the contents of Resolution
No. 444-14 (material to be deleted is bracketed and stricken; material to be added is
underscored).
1. Resolution No. 444-14 is amended by amending the title to read as follows:
"A RESOLUTION URGING THE HAWAII INVASIVE SPECIES COUNCIL TO
AWARD A [$400,0001 $403,476 GRANT TO THE HAWAII COUNTY DEPARTMENT
OF PARKS AND RECREATION TO [RESEARCH METHO CONTINUE EFFORTS
TO CONTROL THE SPREAD OF THE LITTLE FIRE ANT."
2. Resolution No. 444-14 is amended by amending the fourth WHEREAS clause to read as
follows:
"WHEREAS, the information from this program will allow state agencies, [14awai'i
County,] Honolulu City and County, Kauai County and Maui County, private citizens and
businesses to learn how to address the threat of the fire ant to preserve Hawai`i's remaining
native ecosystem; now, therefore,"

3. Resolution No. 444-14 is amended by amending the enacting clause to read as follows:
"BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Hawaii Invasive Species Council is urged to award a [$400,000] $403,476 grant to the Hawaii
County Department of Parks and Recreation for fiscal year 2015 to [r°sear-e h methods] continue
efforts to control the spread of the little fire ant."
A draft copy of Resolution No. 444, Draft 2, is attached with these proposed amendments
incorporated therein.

A RESOLUTION URGING THE HAWAII INVASIVE SPECIES COUNCIL TO
AWARD A $403,476 GRANT TO THE HAWAII COUNTY DEPARTMENT OF
PARKS AND RECREATION TO CONTINUE EFFORTS TO CONTROL THE
SPREAD OF THE LITTLE FIRE ANT.
WHEREAS, the Hawaii County Department of Parks and Recreation has
applied for a grant from the Hawaii Invasive Species Council to control the spread of the
little fire ant; and
WHEREAS, the Department of Parks and Recreation and the Hawaii Ant Lab
have been working on a pilot project to identify the most effective and safest insecticides,
and methods of application to treat infestations of the little fire ant at county beaches and
parks; and
WHEREAS, this grant will provide the necessary funding for labor, supplies and
equipment to expand this program to other beaches and parks across Hawaii Island; and
WHEREAS, the information from this program will allow state agencies,
Honolulu City and County, Kauai County and Maui County, private citizens and
businesses to learn how to address the threat of the fire ant to preserve Hawai`i's
remaining native ecosystem; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Hawaii Invasive Species Council is urged to award a$403,476 grant to the
Hawaii County Department of Parks and Recreation for fiscal year 2015 to control the
spread of the little fire ant.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of
this resolution to the voting members of the Hawaii Invasive Species Council: William J.
Aila Jr., chair of the Board of Land and Natural Resources; Scott Enright, chair of the
Department of Agriculture; Gary Gill, deputy director of the Department of Health;
Richard Lim, director of the Department of Business, Economic Development and
Tourism; David Rodriguez, special assistant to the director of the Department of
Transportation; and Dr. Maria Gallo, dean of the University of Hawaii College of
Tropical Agriculture and Human Resources.
