Dear Chair Yoshimoto and Members of the County Council:
SUBJECT: Resolution to Adopt the Pahoa Village Design Guidelines
I am pleased to forward for your consideration and adoption a Resolution to adopt design
guidelines for Pahoa Village. These guidelines were drafted by the members of the Pahoa
Regional Town Center Plan Subcommittee (subcommittee) of the Puna CDP Action Committee.
Refinements were made based on input received from the public at two community meetings
held in Pahoa in March and August 2013, Pahoa landowners and merchants at a special
subcommittee meeting in June 2013, and from the Department of Public Works and Planning
Department in July 2013.
Bills have been drafted to amend Chapter 25 (Zoning Code) that will establish the Pahoa Village
Design district as a special district and to require review of development projects against the
Pahoa Village Design Guidelines. These proposed amendments to the Zoning Code are
calendared for hearing by the Windward and Leeward Planning Commissions this July. Another
bill amending Chapter 3 (Sign Code) will be concurrently introduced to create a new article
establishing special signage regulations for the Pahoa Village Design district.
Although the committee has enjoyed great success in getting developers of new projects now
underway in Pahoa to voluntarily follow these design guidelines, we feel that Council adoption
will be critical to ensuring design conformity for other proposed projects already being submitted
for permits.
