accepted by the County Council inasmuch as the project site is in full compliance with the
provisions of approved Change of Zone Ordinances as well as Chapter 23 (Subdivisions)
Final Consolidation Approval No. CON-09-000146 of the Hawai`i County Code, to the extent
applicable.
