Arakaki Council Chair County of Hawaii 25 Aupuni Street I -Iilo, Hawaii 96720 Dear Chairman Arakaki and members of the Council; The Japanese Chamber of Commerce & Industry of I•Iawaii supports Bill 250, Drafts 4 and 9. The changes to our County's Zoning Codes were passed in 1996 and has been in use for the past 2 years. During this time, we have not heard of instances where parties opposed to a particular zoning change or variance, have not had an opportunity to voice their concerns and participate in the process. Rather, the existing laws and regulations already provide more than adequate opportunities for the public to provide their input. The majority of requests for rezoning or variances come from individual property owners- Yes, us the taxpayers of this County. Timely processing of a taxpayer's request should be an important obligation of this County. The 1996 changes in the Zoning Code were intended to try to address this obligation. If changes in the Code are felt to be needed, a process exists for revisions to be brought forward and addressed at any time. Yet, since the 1996 changes were passed, no one has felt the need to initiate any code revisions. Our economy is in a fragile condition. We need stability in our laws and processes in order to encourage investment in our County. We request that you vote in favor of the passage of Bill 250, drafts 4 and 9. Al a(� Michael D.
