Mr and Mrs. Foo plan to build two single- family residences on two nearby kuleana properties at Keekee, near Pu`u Ohau in Kona on the Big Island. The proposed homes are still under design but will meet all standards of the Conservation District in relation to size, character, height and environmental features. The properties are in an area of existing residences near the shoreline and a coastal erosion analysis is being conducted to determine appropriate setbacks. The EA will contain the results of archaeological, cultural and biological surveys that have already been conducted and have determined that no significant resources will be affected. An EA is necessary because the properties are within the State Land Use Conservation District, and the EA will accompany a Conservation District Use Application. The areas of investigation in the EA will include but not be limited to the following: water quality assurance;wastewater treatment; flora, fauna, and ecosystems; traffic impacts; geology, soils, and hazards; flooding and drainage impacts; social, cultural and community impacts;public access; and historic sites. This letter is to share information about the project and request your input on site conditions, issues that you wish to be addressed in the EA, and any other concerns you may have. I would appreciate your comments on any special environmental conditions or impacts related to the development within 30 days of receipt.
