Box 7 Kurtistown, HI 96760 • Dear Councilperson, My name is Alice Suncloud. 1 am a resident of Hawaiian Acres subdivision, and 1 am here to represent Hawaiian Acres Planning Committee regarding the proposed revision of the Hawaii County General Plan. In 1995 our community, Hawaiian Acres, recognized the need to have our own input in planning for our subdivision; so we organized a committee of residents and conducted 2 surveys of our lot owners, including nonresidents. From those survey results, we formulated our master plan which we hope to submit to the County within the month. We would then like to set up appointments ..with the appro- priate departments to discuss any issues concerning our plan that may be unclear, incomplete, or possibly unacceptable. Our ultimate goal is to have our master plan approved by the County Council as an addendum to the Hawaii County General Plan. Since we are not able to submit our plan today, but so that uur comments will be on record for today's proceedings, we would like to read to you the following excerpts from our master plan regard- ing roads and land use. Regarding roads: 1. We will retain our private roads and maintain them with some improvements. 2. We reject plans for any County or State roads through Hawaiian Acres, including the proposed "central subdivision corridor ", which is routed along E Rd. in Hawaiian Acres. The State of Hawaii Dept. of Transportation has recently rejedted a proposed plan for a State highway through Hawaiian Acres; and we respectfully request that the County amend the current County General Plan to omit proposed County roads, including the "central subdivision corridor ", that bisect Hawaiian Acres against the expressed wishes of the majority of lot owners. In addition, we recommend against the County's acceptance of the Puna Circulation Alternative No. 4 *, described in the Hawaii State Long Term Transportation Plan as including a Komohana -to- Kurtistown extension:. That extension, if constructed, might encourage the further construction of a State highway through Hawaiian Acres subdivision, which we would reject on the basis of our survey results. Regarding land use: 1. We will retain our State agricultural designation and County agricultural zoning, and we encourage conformity to the permitted uses. RECEIVIthaflk you very much. To: MAR ty �' Rnf natp _ .fl \ a-• • Queen Kaahumanu Highway — Queen Kaahumanu Highway widened from two to four lanes 1 between Keahole (Kona International) Airport and Kawaihae- Waimea Road. • Kapoho Beach Road — A new two -lane facility from Kapoho to Hawaii Belt Road south of Hilo. Description of Puna Circulation Alternatives The four Puna test alternatives are described in Table 5 -2 and illustrated in Figures 5 -6 through 5 -9, respectively. Modeling alternatives incorporated the following potential projects. Puna Circulation Alt 1: • Keaau -Pahoa Road -- A widened Keaau -Pahoa Road (two to four lanes) between Keaau and the Pahoa Bypass Road. • Volcano Road — A widened Volcano Road (two to four lanes) between Mountain View and Keaau. Puna Circulation Alt 2: • Kapoho Beach Road -- Kapoho Beach Road as a new two -lane facility from Kapoho to intersect 1 with Railroad Avenue in Hilo. Puna Circulation Alt 3: • Komohana Street Extension Alternate I — Komohana Street extended as a two -lane facility from its present southerly terminus south to Keaau -Pahoa Road. • North Kulani Road Improvement -- North Kulani Road reconstructed at two full travel lanes, 1 • from Volcano Road (Hawaii Belt Road) to Stainback Highway. • Stainback Highway Improvement — Stainback Highway reconstructed at two full travel lanes from North Kulani Road to Kanoelehua Avenue (Hawaii Belt Road just outside Hilo). 1 • Railroad Avenue Extension Railroad Avenue extended at two lanes from the Hilo/Puna Boundary to Hawaiian Paradise Park. • Keaau -Pahoa Road -- A widened Keaau -Pahoa Road (two to four lanes) between Keaau and the Pahoa Bypass Road. • Volcano Road -- A widened Volcano Road (two to four lanes) between Mountain View and Keaau. • Kaloli Drive -- A reconstructed Kaloli Drive (at two full travel lanes) from the proposed Railroad Avenue Extension to the Keaau -Pahoa Road. 1 Puna Circulation Alt 4: • Komohana Street Extension Alternate lI — Komohana Street extended from its present southerly 1 terminus south to intersect with Hawaii Belt Road near Kurtistown. • North Kulani Road Improvement — A reconstructed North Kulani Road (at two full travel lanes) from Stainback Highway to Volcano Road (Hawaii Belt Road). • Stainback Highway Improvement -- A reconstructed Stainback Highway (at two full travel lanes) from North Kulani Road to Kanoelehua Avenue just outside Hilo. Individual test packages comprised the following potential improvement projects. 1 Hilo Circulation Alt 1: • Puainako Street Extension — An extended Puainako Street (at two lanes) between Komohana 1 Street and Kaumana Drive. • Kawili Street — Kawili Street widened from two lanes to four lanes between Puainako Street and Kinoole Street. 1 • Kekuanaoa Road — Kekuanaoa Road widened from two lanes to five lanes between Kilauea Avenue and Kanoelehua Avenue. • Komohana Street — Komohana Street widened from two lanes to four lanes between Puainako 1 Street and Waianuenue Avenue. • Kanoelehua Avenue — A widened Kanoelehua Avenue (from five to six lanes) between I Puainako Street and Pohaku Street. • Kanoelehua Avenue — Kanoelehua Avenue widened from four lanes to six lanes between Makalika Street and Puainako Street. ■ • Hawaii Belt Road — A widened Hawaii Belt Road (four to six lanes) between Keaau Bypass I Road and Makalika Street. • Kalanianaole Avenue — Kalanianaole Avenue from Kamehameha Avenue to Kuhio Street 4 widened from two to five lanes. Hilo Circulation Alt 2: 4 • Puainako Street Extension -- Puainako Street extended as a four -lane facility from Komohana Street to Kaumana Drive. • Kawili Street — A widened Kawili Street (from two lanes to five lanes) between Puainako t Street and Kinoole Street. • Komohana Street — A widened Komohana Street (from two to four lanes) between Puainako 4 Street and Waianuenue Avenue. • Komohana Street -- Komohana Street widened from two lanes to three lanes between Puainako Street and Ainaola Drive.
