Your Committee on Finance, to which was referred Communication No. 924, reports as follows:
Communication No. 924,transmitted by Mayor William P. Kenoi, dated June 3, 2014, requests review and
favorable recommendation of the nomination of Ms. Barbara Bell of Council District 4 to the County of
Hawai`i Public Access, Open Space, and Natural Resources Preservation Commission (PONC).
A lifelong resident of Hawai`i, Ms. Bell is a self-employed property manager. From 2002-2007, she served
as the Director of the County of Hawai`i Department of Environmental Management. Ms. Bell is the
Vice-President of the Kapoho Beach Community Association, and a past secretary for the Kapoho Water
Company. She served as a member of the Puna Community Development Plan Action Committee from
2008-2012, and the Solid Waste Advisory Commission from 2007-2010. Furthermore, Ms. Bell states that
she is a member of the Green Party. If confirmed, she will serve a term that expires on December 31, 2017.
Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward and provided background
information, expressed the Mayor's support, and requested Council's favorable action of this appointment.
The nominee is not required to be present at full Council for final confirmation.
Ms. Bell stated that she is happy to serve on the PONC Commission.
Several Council Members expressed support of Ms. Bell's appointment to the commission.
Pursuant to Article 42, §2-215(a), Hawai`i County Code, there is established a Public Access, Open Space,
and Natural Resources Preservation Commission, which shall consist of nine members, appointed by the
Mayor and confirmed by the Council.
Your Committee on Finance is in accord with the purpose and intent of Comm. 924, and recommends
confirmation of Ms. Bell to the County of Hawai`i Public Access, Open Space and Natural Resources
Preservation Commission.
