HomeMy WebLinkAboutRES 430 Draft 02 2012-2014V ^OF per' COUNTY OF HAWAII •_ STATE OF HAWAII art OF.N'.F RESOLUTION NO. 430 14 (DRAFT 2) A RESOLUTION URGING THE WATER BOARD OF THE COUNTY OF HAWAII (WATER BOARD) TO TAKE ANY AND ALL ACTIONS NECESSARY TO ACQUIRE LAND AND DEVELOP A NEW WATER WELL, RESERVOIR, SUPPORTING FACILITIES, AND A NEW TRANSMISSION MAIN IN CAPTAIN COOK, SOUTH KONA, HAWAII. WHEREAS, the District of South Kona needs another potable, low -salt well to provide increased water availability and the number of available water units to allow additional businesses and residences to obtain County water, to improve the reliability of the South Kona water system through redundancy, to improve the long -term water safety of the community, and to improve the ability of the Hawaii Fire Department ( "HFD ") to obtain water for fire suppression; and WHEREAS, South Kona is a rural district in which the Ke`ei "D" well supplies potable water from Napo`opo`o Junction in Captain Cook to Ho`okena. From Ho`okena to Miloli`i, there is no County water and no County standpipe /spigot stations from which water may be drawn by commercial water haulers, private residences, businesses, or HFD, which equates to twenty -four miles of highway with no access to County water; and WHEREAS, the Ke`ei "D" well has excellent water, and it is the primary well for the northern section of South Kona. Other existing South Kona wells cannot supply sufficient potable water to allow for expansion of businesses in South Kona or to extend the water system south of Ho`okena toward Miloli`i. Due to the lack of a southern water main, there are no standpipe /spigot stations to serve those subdivisions, residences, and future businesses in the southern half of South Kona; and WHEREAS, well equipment, including pumps, in the South Kona district has failed, and normal preventative maintenance requires down -time which may temporarily take a well out -of- service. An additional well with low- sodium water in south Kona will be part of the system's infrastructure in normal and emergency times; and WHEREAS, there are no fire hydrants from Ho`okena to Miloli`i (13 miles). On average, it takes approximately 16,000 gallons of water to extinguish a house fire. For the southern half of South Kona, water is conveyed by brush trucks with carrying capacities between 100 and 300 gallons, which must be refilled at a standpipe /spigot station. The HFD is in the process of obtaining 3,000 gallon tankers for the rural areas to assist with fire suppression and containment support. However, even the large tankers need to be refilled at a standpipe /spigot station in rural areas. Today, those standpipe /spigot stations are 13 miles north (Ho`okena) to 11 miles south (Ocean View) from the most distant subdivision in South Kona. Having standpipe /spigot stations or hydrants closer to subdivisions would be an asset for fire suppression and containment allowing HFD vehicles to refill and quickly return to the site of a house fire or wildfire; and WHEREAS, the Department of Water Supply (DWS) has investigated and determined that potable water is most likely to be found along the 1,750- foot - elevation topographical line in South Kona; and WHEREAS, DWS needs between one to two acres of land on which to drill an exploratory well. If the exploratory well meets DWS requirements, DWS will approve construction of an electrical control building, a minimum one - million - gallon reservoir, and place an adequately -sized water main from the reservoir to the Mamalahoa Highway in Captain Cook; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Water Board is urged to authorize the placement of a new Captain Cook well, reservoir, support facilities, and water main for South Kona in its five -year plan, and authorize DWS to engineer and construct the well to DWS standards. BE IT FURTHER RESOLVED that the Water Board is urged to authorize the acquisition of the land (TMK: 8 -2- 001:113) that shall be placed in its ownership. The Water Board may authorize any financing mechanism from any source to obtain funding, including grants and bonds, any contractual means to pay for construction of the well, its components, its necessary materials, and complete any other necessary procedure or obtain permits required. BE IT FURTHER RESOLVED that the Planning Department is urged to collaborate in this endeavor by completing the necessary subdivision of the parcel, as appropriate, to meet the requirements of DWS at no cost to the land owner to allow the County to acquire the land in an expeditious manner. BE IT FURTHER RESOLVED that the Department of Public Works is urged to collaborate with DWS to allow road access and issue permits, as necessary, at no cost to DWS to allow connection of the proposed well via a buried adequately -sized water main to the Mamalahoa Highway. 2 BE IT FURTHER RESOLVED that the Office of Corporation Counsel is urged to collaborate with the Water Board and DWS to determine requirements to acquire legal title to the selected parcel or any portion of the parcel required by DWS, obtain a Right -of -Entry for construction, obtain an easement on any public or private road, if necessary, to place the water main and to pave over the water main with appropriate material. BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii is directed to transmit copies of this Resolution to: 1) the Honorable William P. Kenoi, Mayor of the County of Hawaii; 2) the Director of Planning; 3) the Director of Public Works; 4) the Office of the Corporation Counsel; 5) the Chairperson of the Water Board; 6) the Manager -Chief Engineer of the Department of Water Supply; 7) Hawaii Fire Department; and 8) the Director of Finance.
