FUKUI, LIEUTENANT, HILO VICE SECTION HAWAII COUNTY POLICE DEPARTMENT SUBJECT COUNCIL HEARING BILL #28, COMMUNICATION #78 JANUARY 21, 1997 I would like to commend you and the rest of the County Council members for your efforts in attempting to establish restrictions on the possession, sale, and cause for sale of Gamma hydroxybutyrate (GHB) products in the County of Hawaii. This recent "date rape drug" also called "Liquid X", have surfaced throughout the nation, as well as in this state, and is a major concern to law enforcement. There have been recent cases in Honolulu where sexual assault victims were believed to have been given GHB. Unfortunately, the trend here in Hawaii County is, whatever occurs in Honolulu eventually expands to this island. So far, our department has not encountered GHB, nor do we have any documented or known cases where GHB was used, or attempted to be used, to victimize anyone. This does not necessarily mean that this has not occurred. Our department is in the process of training our personnel in the familiarization of GHB, with the assistance of the State of Hawaii Department of Public Safety, Narcotics Enforcement Division, and the Drug Enforcement Administration.
