This letter is in addition to my January testixuony regarding approval of the zoning code which
was determined to have been designed without proper public input.
I would like to point out several areas which, iF nor legally' questionable, will certainly lead to an
abuse of appointed county authority. all of the

• Sec. Z5-1-5(b), 25-2-61(a), and 25-5-72(d) would give mayoral, appointees the abilih to
approve theme parks, auto raceways, and anxusement parks on the island.
• Sections 25-2-G1(a), 2S-S-1GZ(b) would allow appointees to approve commercial harbors-
• 25-5-142, -152 would allow heliports to be built v.~thout public hearings or environxuental
assessment.
• Tn 25-2-44(a), Hawaiian historic site protection is minimized.
• 25-5-73 allows the intrusion of 100-foot high agrie:ultural buildings despite the unnecessary
eyesore and nuisane:e these structures xnay be.
Usher changes which the new zonixxg erode allows are detrimental to dexnocratic~ process and pose
dire threats to Hawaii County's natural, social, and cultural resources. As I ha~~e already said, >:h~

position which would allow proper input info the code restructuring are timely and would be
appreciated, especially From those members who were not party to the oxzgin~l--and illegally
wrought-erode.
