Dear Chairman Arakaki and members of the County Council,
On Sunday, March 28, the Hawaii County Green Party convened its annual convention.
During the convention, the Party adopted various resolutions. Attached to this letter are
copies of resolutions directed to the County Council.
We would appreciate your giving serious consideration to these resolutions and taking
the actions endorsed in the resolutions.
If you have any questions or other response, please let me know. I will pass your
response on to the officers of the Party and others interested in the issues raised.

A RESOLUTION IN SUPPORT OF AN AMENDMENT TO THE ZONING CODE
WHEREAS the decisions made on zoning are part of the democratic process of determining
our community's future; and
WHEREAS the current zoning code of Hawaii County provides for an automatic finding of
sufficiency and automatic approval of a zoning request, if a certain amount of time
has passed since the application for a change; and
WHEREAS automatic approval removes the democratic process from the zoning process; and
WHEREAS automatic approval creates the possibility that a detrimental zoning will be
approved without review; and
WHEREAS the County of Hawaii is currently considering revisions to the zoning code;
THEREFORE BE IT RESOLVED that the Hawaii County Green Party supports an
amendment to the Hawaii Coun[y zoning code removing [he current provision for
automatic approvals; and
BE IT FURTHER RESOLVED that the Secretary of the County Party is directed to deliver a
copy of this resolution to all members of the County Council prior to the April 6
meeting of the County Council.

A RESOLUTION REGARDING Y2K
WHEREAS the United States Senate committee examining the Y2K phenomena has reported
that the oil and gas industry and the maritime shipping industry are faz behind
schedule in becoming Y2K compliant; and
WHEREAS the Island of Hawaii is heavily dependent on imported oil arriving on ships for
power and transportation fuel and on shipping in general for food and other supplies;
and
WHEREAS the interconnected nature of commerce raises the possibility that various systems
on our island will not function, such as banking; and
WHEREAS the emphasis of the County of Hawaii to date has been to fix the county's
computers; and
WHEREAS the county has a responsibility to inform and prepare the public;
THEREFORE BE IT RESOLVED that the Hawaii County Green Party calls upon the Hawaii
County Council to provide a clearinghouse for information regarding Y2K, including
the status of all public systems, such as water supply and electric utilities; the status
of all key private systems, such as telephones and banks; the most appropriate
preparations at the household and neighborhood level to ensure the minimum
disruption of our communities, if Y2K produces serious disruptions in the systems our
community traditionally relies upon; and other responses appropriate to a government
facing a potential crisis; and
BE IT FURTHER RESOLVED that the Hawaii Courity Green Party calls upon the Hawaii
County Council to: (1) request information from the U.S. military regarding the Y2K
compliance of military materials and weapons located on our island; (2) launch and
initiative to promote community gardening as an alternative should there be food
supply disruption; (3) conduct an inventory of alternative energy supplies available on
our island should there be disruption in either the deliver of fuels to the islands cr in
the distribution systems for energy; (4) determine the Y2K compliance of fuel
suppliers, particularly the refineries on Oahu; (5) determine the available chlorine for
water treatment should the supply of chlorine be interrupted; and (6) determine
whether there will be possible disruption of social services, particularly financial
support for those in need, and develop a response to such a possibility; and
BE IT FURTHER RESOLVED that the County County has a responsibility to address all the
issues and potential impacts of Y2K on our community, whether identified in this
resolution or nor; and
BE IT FURTHER RESOLVED the Secretary of the County Party is directed to deliver a
copy of this resolution to the Hawaii County Council.
