Dear Honorable Chairman Arakaki and
Honorable Members of the County Council:
Please let me introduce myself. I am one of the two partners of
POKOBO, LLC, the fee simple owner of a property identified as "TMK: (3)
7 7 04 :43 ". My partner has authorized me to convey the statements and
promises made in this letter to the Council.
First let me clarify the nature of authorized representation before
the Council for our POKOBO partnership. I understand that perhaps some
unauthorized statements regarding POKOBO's intentions and thoughts related

to the possible Lako Street extension may have been made by Mr. Mark
VanPernis, who although gag retained earlier to perform certain legal
services involving the purchase of our property, he is not involved with any
of the matters concerned with the planning for and /or permitting and /or
representations related to our property, Thus he is not authorized to
represent POKOBO's intentions and thoughts to Council members, Please
accept our apologies for any misunderstandings or discomfort that may have
been caused by any confusion as to who speaks for POKOBO:
Our authorized representative for all natters before the Council
and the planning and other county commissions and agencies is Mr. Sidney
Puke, planning consultant.
Please understand that neither one of the partners of POKOBO is
a professional developer. We are only investors who wish to contribute what
is helpful, right, and appropriate for the community and its citizens and our
property.
We believe that both the Lako Street extension as well as the
proposed Alii highway are important projects much needed by the

community. It appears to us when these improvements are completed, each
f s independently should improve overall traffic circulation, and provide an
additional escape route in the event of natural disasters, as well as other

benefits to the community. POKOBO recognizes the importance to the
community of these improvements and, as such, we would like to do our part
to assist and facilitate completion of these projects.
Accordingly, with respect to the Lako Street extension, on behalf
of POKOBO, I respectfully state to the Chairman and the members of the

Council that POKOBO stands ready to donate in unencumbered fee simple the
land required for a 60 ft. right -of -way within our property to the County of
Hawaii for the construction of the extension of Lako Street to Alii Drive.
We trust that our promised conveyance would be made with understandings
reached with Council and /or the administration that define certain basic and
reasonable conditions regarding matters such a
g g permits, our ability to
participate in the discussions and review of the alignment through our

property, and receipt of appropriate impact fee credit (should it be
applicable), and the like.
