December 18. 1998
TO All Hawaii County Cowrcilmembers, Numbered Communication
FROM Representative Jim Rath, District 6. North Kona/South Kohala
RE- Marijuana Eradication
Consider our children. Indeed, that Is where some of the manluana goes .... to our
kids
If marijuana becomes scarce due to eradication efforts, the price goes up and with a
smaller more expensive supply, there is certainly less of it in our schools. Less of our
children who will start drug use -
Consider Common Sense
You will hear from marihuana advocates that n rijuana is not a "gateway" drug and
does not cause one to go on to other more addictive and harmful drugs.
In the very next breath, they will tell you that eradication of manjuana causes the price
of marijuana to increase and people to move to the cheaper ice, crack and cocaine. It
would seem to me that if those who use marijuana can not obtain it at a reasonable cost
and for that reason move on to more addictive and harmful drugs, that by that
definition, marijuana is a gateway drug.
To purchase marijuana you must buy it from a person who sells it, a criminal In doing
so a person involves themselves in a criminal sub- culture and the person selling them
marijuana is a "drug dealer" and the very source of other drugs. such as ice Selling
drugs is their business and our schools are full of their potential customers -

Helicopter Common Sense
They fly these eradication missions approximately 35 tunes a year- 35 days out of 365,
and not all in the same area Hardly, Apocalypse Now!
Indeed, these helicopters are a nuisance. So too is the Police siren screaming past your
house responding to an accident, or the Ambulance with sirens whaling racing to save
a life or a Fire Truck responding to a fire or rescue Would you also stop them? It is
far more probable that the helicopter you hear is not the eradication helicopter, rather
our County EMS Air Ambulance, for it flies it's life saving missions constantly far
more than a mere 35 times a year
Do you think the EMS Helicopter should be wounded pending a "program review ?"
It's offense to some people (noise) is exactly the saute as the eradication efforts!
Every reformed drug addict I have ever heard speak, tells that they started with
manjuana. Most tell you that they started while in school_
Funding the marijuana eradication will decrease the supply. That will increase the
price There will be less of it in our schools. There will be far fewer of our children
who will "start" using drugs
I have two very beautiful granddaughters, 10 and 13 Don't you dare, don't you even
think about or consider making marijuana cheaper and more available to those two
innocent little girls!
I don't want to hear any garbage about a program review This is about drugs that
effect our children! Use the common sense God gave you!
How would you feel if the following appeared in the paper°
Councilmember voted to make marijuana more plentiful, cheaper
and readily available to our children. Voted to put marijuana in the hands of
your precious child.
ith best regards,
!• Rath
