My name is Dan Sakai, Deputy District Superintendent, <br /> Hawaii School District, Department of Education. I am here today, to testify <br /> in favor of County Council resolution 328 -98 and communication 990. <br /> Within the Department of Education, we have a policy entitled Act 90, 1996 <br /> Session Laws of Hawaii, Act 141, 1997 Session Laws of Hawaii. Under <br /> Department of Education rule, chapter 19, class A offenses. Marijuana or <br /> marijuana concentrate: possession or use of and sale of illicit substance <br /> (marijuana) is a school violation. The issue of marijuana in relation to our <br /> school rule and in Hawaii Revised Statute is clear, it is a law violation and <br /> must be followed up accordingly. Students are taught the negatives and the <br /> health issues regarding marijuana. The Department of Education also works <br /> closely with the other local police departments with the D.A.R.E. and No <br /> Hope In Dope programs. <br /> In regard to the federal assistance of funds to the Hawaii County Police <br /> Department, it is imperative that the County Council passes and supports <br /> this resolution. With my experience as a school administrator, when funds <br /> are used to eradicate illegal growing of marijuana, the community benefits <br /> from this act directly. The identification and discipline actions within the <br /> schools, especially the secondary schools are decreased in number. The <br /> assertive actions of the local police department in this regard is important. I <br /> am not here to argue the issues and stand to legalize marijuana, as a school <br /> Gomm.
