Dear Mr. Arakaki and Council Members:
Good morning. My name is Dan Sakai, Deputy District Superintendent,
Hawaii School District, Department of Education. I am here today, to testify
in favor of County Council resolution 328 -98 and communication 990.
Within the Department of Education, we have a policy entitled Act 90, 1996
Session Laws of Hawaii, Act 141, 1997 Session Laws of Hawaii. Under
Department of Education rule, chapter 19, class A offenses. Marijuana or
marijuana concentrate: possession or use of and sale of illicit substance
(marijuana) is a school violation. The issue of marijuana in relation to our
school rule and in Hawaii Revised Statute is clear, it is a law violation and
must be followed up accordingly. Students are taught the negatives and the
health issues regarding marijuana. The Department of Education also works
closely with the other local police departments with the D.A.R.E. and No
Hope In Dope programs.
In regard to the federal assistance of funds to the Hawaii County Police
Department, it is imperative that the County Council passes and supports
this resolution. With my experience as a school administrator, when funds
are used to eradicate illegal growing of marijuana, the community benefits
from this act directly. The identification and discipline actions within the
schools, especially the secondary schools are decreased in number. The
assertive actions of the local police department in this regard is important. I
am not here to argue the issues and stand to legalize marijuana, as a school

administrator, but in respect with other school administrators, being
responsible for their schools, they must follow the law and Department
of Education regulations, as directed by the Board of Education and
Superintendent of Education.
1 ask for the favorable support of the Hawaii County Council in passing this
resolution, in assisting the Hawaii County Police Department in their efforts
to stop the law violations in relation to marijuana and illicit substances.
