0 0 <br /> TESTIMONY <br /> TO RECEIVED <br /> HAWAII COUNTY COUNCIL <br /> nom---- Br --- ----------- <br /> - <br /> - <br /> ▪ sx <br /> December 23, 1998 County Council <br /> In the matter of the mandatory study of marijuana eradication <br /> program in the County of Hawaii: <br /> I am a twenty -year resident of Ka'u who is currently President of Naalehu Main <br /> Street. I respectfully urge the County to submit the ongoing marijuana <br /> eradication program to careful and thorough studies as required by law because <br /> numerous unintended consequences have resulted from this program that need <br /> to be weighed against the benefits, <br /> Three problems that have roots in the County eradication program immediately <br /> come to my mind: <br /> ➢ It is very dangerous to human lives, especially the lives of the young men who <br /> dangle from the cables under the helicopters. Lives have already been lost in <br /> helicopter crashes and many more are at -risk as the numbers of helicopters <br /> used appears to increase yearly. <br /> ➢ In the mid- 1980s, UHH Professor Jon Cauley explained in my economics <br /> class that the eradication efforts would drive up cost and cause people to <br /> substitute other drugs. I have watched this happen in Ka'u where we have an <br /> on -going problem with heavy -duty drug dealers hanging out in the carport of <br /> the old police station, which is now the Naalehu Main Street offices. As well, <br /> the new drugs we are seeing used in our community are much more <br /> destructive of minds and families. <br /> ➢ Persons who really need the medicinal properties of marijuana are being <br /> legally denied this therapy. <br /> Thank you for your consideration of my testimony. <br /> 4 <br /> Sandra L.
