Bill 209, Draft 3
This is to report the infonnation received from my meeting with Deputy Planning Director
Russell Kokubun about the administration's priority list of capital improvement projects that
may be funded by the bond issue proposed in Bill 209, Draft 3.
Essentially, the priority list set forth in Mr. Kokubun's 11/12/98 memorandum was developed by
the Administration's CIP Committee. Each CIP Committee Member formulated its portion of
the priority list after considering the total projects for which that particular Committee member's
division or department is responsible (i.e., Engineering, Sewers, Solid Waste, Parks and
Recreation, Police, Fire and ADA).
In order to come up with the list, the following factors were major considerations:
• Whether there were matching or shared federal or state funds involved
• Whether the projects were mandated by law, rules or other legal orders
• Public safety
♦ Maintenance of recreational facilities
I realize you or others may have project - specific questions as to why one project was on the
priority list and not another. However, these should be noted and discussed with the applicable
department /division heads in advance or at the Council meeting on January 6, 1999.
