Dear Chairman and County Council Members:
Thirty years ago, when the Ali'i Highway was designed and planned, we thought it
appropriate to drive from one shopping center to another as quickly as possible.
Many of the communities on the mainland were designed this way and are not now
working well.
If a wide road is built, people will drive more and sprawl into farms and forest. If
dedicated bus /bike /pedestrian routes, are built, people will ride buses, bike, and
walk. They will cluster themselves into vital communities. Building a four lane road
will encourage sprawl and is not responsible planning.
And the County has more urgent needs for Capital funds:
*solid waste management
•compliance with ADA
•address Palani Road safety issues (and)
•funds for purchase of Wai'aha Bay.
Many of you are familiar with Wai'aha Bay. For those less familiar. It is one of the
last - if not the last - sandy beach in Kailua Kona. It presently has two old houses
on it and SoBay plans to build a 21 unit condo on the beach, only 30 feet from the
shoreline where storm waves will certainly crash into the condominium building and
erode the beach. If the houses are removed, the sandy area is 3 times as large as the
sandy area at the this hotel.
9ue>- L-,000 signatures have been collected and submitted to the Mayor and the
County Council to acquire Wai'aha Bay from SoBay, Inc. Initial good faith efforts
were made to trade for other property, but these failed. Now it is time to condemn
the property and pay the fair market value.
I encourage this Council to delete the Ali'i Highway from the present CIP budget. I
respectfully request that sufficient money be added to the CIP budget to purchase
the beach property from SoBay, Inc.
