Dear Nancy:
I read with interest about the upcoming Council meeting in Kona, and unfortunately we will not be
able to send a representative to participate. We appreciate these meetings in Kona and look forward
to more of them. Absent a representative to address the Council, perhaps you could enter into the
testimony the following statements regarding the proposed new bond indebtedness.
Floating a new bond issue without a specific and prioritized list ()Minds usage is ludicrous. We feel
there should be more than a suggested and somewhat nebulous list. We would also like it publicly
amnounced what the current bond indebtedness amount is, the current amount per capita. the interest
on the indebtedness, the current amount of interest per capita and a list of projects and costs for
which the current indebtedness was used. Additionally, it would be very important to know what
adding $30 million (or is it $20 million or $40 million) will do to the per capita debt.
From what can he gathered by all accounts, there will be very little of the bond proceeds earmarked
for Kona. We do not think that Kona should be shortchanged. There are a number of vital projects
that the people of Kona could benefit from rather than just paying for projects primarily outside of
our area. Based upon the most recent Hawaii County General Plan, three project suggestions lollow.
One. Provide funding for an agricultural water system as spelled out in the General Plan.
Two. Implement flood control and drainage systems recommendations as spelled out in the General
Plan.
Three. Rebuild the road from Honalo southward. This main thoroughfare is badly in need of repairs
and improvements, and has been for ages. If the bond proceeds cannot include rebuilding this major
artery, then we would suggest spending $500 for one of the Kamehameha historical markers
identifying this section of road as an "Ancient Hawaiian Trail ".
