Dear Mr. Arakaki:
I understand that Bill 319 has been deferred on several occasions. The past 5 years I
have communicated with numerous individuals regarding the installation of permanent
phone lines at the West Hawaii Sanitary Landfill without success.
I have experienced continuous disruption in service, including the termination of
numerous calls because of line static: On occasion lines are completely dead and
unavailable. The phone lines have never been permanently installed and are still
providing service as if this were a temporary construction site. The lines run across the
lava field exposed to the environment. After six years of exposure to the wind, rain and
sun, the stress has contributed to the deterioration of the phone cables. When rain or
dirt make contact with the interior wires, I am either disconnected or the static is so bad
I am unable to continue with my call.
I feel strongly that this bill move forward and we are provided with permanent phone
system as required in our 1993 contract. Appropriate phone service with several
working lines is necessary for effective communication with state officials, customer
service to the community and support to numerous sma!I businesses.
