Arakaki, Chairman 25 Aupuni Street Hilo, HI 96720 Aloha, This letter is to inform you of how I feel regarding the proposed Alii highway. First I want to thank you for the opportunity to give you input from the residents of the area affected by the AM highway. We are the people that will use the highway and the ones that have to live with the traffic patterns and environment created by the highway. It is fitting and appreciated that you are considering the opinions of those affected. I think that the bonds that are created to finance the AM highway should be predicated on the following requirements: 1. Mauka and makai access needs to be provided at several locations to allow for emergency evacuations and use of the highway for cross -town travel without going the entire length. Lako and Royal Poinciana are two good locations for access. 2. Roundabouts at each mauka and makai connection to keep speeds down, increase safety and avoid the use of traffic lights. 3. Put in only two lanes if justified by an upgraded traffic study taking into account the mauka and makai connections. 4. Provide bicycle and walking paths along the highway. 5. Use any existing trails as walking paths along the highway and access roads. 6. Use extensive landscaping for safety, sound control and to enhance the beauty of our community.
