REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> REGARDING: Communication No. 939/Bill No. 268 <br /> DATE: July 17, 2014 <br /> LOCATION: Council Chambers, Kona, Hawai`i <br /> TITLE: AN ORDINANCE AMENDING SECTION 25-8-28 (KA`U <br /> DISTRICT ZONE MAP), ARTICLE 8, CHAPTER 25 (ZONING <br /> CODE) OF THE HAWAII COUNTY CODE 1983 (2005 <br /> EDITION), BY CHANGING THE DISTRICT <br /> CLASSIFICATION FROM AGRICULTURAL —ONE ACRE (A- <br /> 1 a) TO VILLAGE COMMERCIAL—40,000 SQUARE FEET <br /> (CV-40) AT KAHUKU, KA`U, HAWAII, COVERED BY TAX <br /> MAP KEY 9-2-093:039, 040, 041 & 042. <br /> EXPLANATION: Bill No. 268 had been transmitted by Mayor William P. Kenoi, via <br /> Communication No. 939, dated June 18, 2014. The area covers <br /> 4.143 acres. The applicant is Dr. William C. Foulk. <br /> The Windward Planning Commission forwards its favorable <br /> recommendation for the applicant's request for this amendment to <br /> the State Land Use Boundaries Map and change of zone, which <br /> would allow the applicant to develop a 54,000-square-foot <br /> commercial center with an additional 12,500 feet of open <br /> landscaped area to be used for periodic craft fairs, thespian events, <br /> and public gatherings. <br /> There were testifiers present in Kona(1), Hilo (1), and Ka`u (7) in <br /> support of Bill.
