HSAC EXECUTIVE COMMITTEE MEETING
June 13, 2014

I. CALL TO ORDER
The HSAC Executive Committee was called to order by Vice President Dennis
"Fresh" Onishi at 7:34 a.m. The following members comprising a quorum were
present:

The Committee approved the minutes of the May 15, 2014, Executive Committee
meeting.
IV. REPORTS
A. Treasurer's Report
1. Treasurer's Report for May 2014 as submitted by the HSAC
Treasurer.
The Treasurer's Report for May 2014 was deferred
B. County Reports
1. Maui County Report. Treasurer Victorino reported on!the Maui
County budget, the upcoming installation of Maui Councilmember
Hokama as NACo President, and the GMO initiative.
2. Hawaii County Report. Vice President Onishi reported on the
Hawaii County budget and the Salary Commission's
recommendations.
3. City and County of Honolulu Report. Alternate Anderson reported
on the passage of the City's budget.

4. Kauai County Report. Alternate Kagawa reported on the passage
of Kauai County's budget and the newly introduced agronomics tax
bill.
The Committee received the county reports.
C. NACo Report. Treasurer Victorino reported on the WIR conference in
Alaska. Treasurer Victorino noted that the NACo board approved a NACo
board meeting to be held on Maui at the Grand Wailea Resort on
December 3-6, 2014, and that the meeting is open to all elected officials.
Treasurer Victorino stated that he would like an HSAC meeting to be held
in Maui on December 7, 2014.
The Committee received the NACo report.
D. WIR Report. Vice President Onishi reported on the 2014 WIR conference
in Alaska, including PILT(Payment In Lieu of Taxes) issues, ground
transportation issues, and promotion for the 2015 WIR conference in
Kauai.
The Committee received the WIR report.
V. UNFINISHED BUSINESS
There was no unfinished business.
VI. NEW BUSINESS
A. Communication (May 9, 2014)from City Clerk Bernice K. N. Mau, City and
County of Honolulu, transmitting for the Executive Committee's information
Resolution 14-80, relating to HSAC's Fiscal Year 2014-2015 Proposed
Operating Budget, as amended, which was adopted by the Honolulu City
Council on May 7, 2014.
The Committee received the communication.
B. Communication (May 29, 2014)from Council Chair Jay Furfaro, Kauai
County Council, transmitting for the Executive Committee's information the
Council's approval of the proposed slate of officers for the HSAC
Executive Committee and Board of Director nominations to NACo and
WIR, for the 2014-2015 term.
The Committee received the communication.

C. Discussion and consideration of nominations to the NACo Steering
Committees.
This item was deferred.
VII. ANNOUNCEMENTS
A. Schedule next meeting.
Vice President Onishi stated that due to the absence of President Rapozo
and Honolulu Council Chair Martin, the next meeting will be scheduled at
a later time.
B. Other announcements.
There were no other announcements.
VIII. ADJOURNMENT
The meeting was adjourned at 7:51 a.m.
