The OHCD wishes to enter into a multi-year agreement with the property manager(s) or property owner(s) of the selected provider(s). Enclosed is a resolution authorizing the Mayor to enter into a multi-year Housing Assistance Payment Contract (Agreement) with Provider(s) for OHCD's Section 8 Project-Based Voucher Program. REQUEST: The Office of Housing and Community Development (OHCD) requests Finance Committee and Council actions authorizing the Mayor to enter into a multi-year Housing Assitance Payment Contract (Agreement) with property owners or property managers of selected projects for the Section 8 Project Based Voucher Program (PBV Program) offered through a Public Notice dated April 13, 20, and 27, 2014 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The purpose of the PBV Program is to encourage property owners to make available rental housing units to low-income families that are not within the current housing fair market rents. The OHCD will attach an Agreement to existing structures. The OHCD, through the RFP has selected existing and proposed projects: Thirteen (13) vouchers for Na Kahua Hale 0 Ulu Wini, fifteen (15) vouchers for Kamakana Villages - Senior Affordable Housing Community, twenty (20) vouchers for the Kamakana Villages - Multi Family Affordable Housing Community and sixty (60) vouchers for the Mohouli Heights Neighborhood Residence, Phase II. SIGNED: 62447f— DATE: -"ft;)--1(4 epartment Head SYNOPSIS On April 13 , 20 , and 27 20124 public notices were published by the Office of Housing and Community Development (OHCD) in the local newspapers informing property owners that it would be accepting proposals for the Section 8 Project Based Voucher Program (PBV Program) . Under the program, the OHCD attached a Section 8 Housing Assistance Payment Contract (Agreement) to an existing structure . Through the program, the rent for each unit in the selected structure will be subsidized by the OHCD when the owner leases the unit to an income eligible family. The purpose of this program is to encourage property owners to make available rental housing unit (s) to low income families at rents within the current housing fair market rents . The OHCD received a total of four (4) responses . A three (3) member committee reviewed and rated the responses to the RFP. The committee recommended and the Housing Administrator has approved the following projects : • 13 vouchers for Na Kahua Hale 0 Ulu Wini; • 15 vouchers for Kamakana Villages - Senior Affordable Housing Community; • 20 vouchers for the Kamakana Villages - Multi Family Affordable Housing Community; and • 60 vouchers for the Mohouli Heights Neighborhood Residence Phase II .
