Your Committee on Finance, to which was referred Resolution
No . 515-92, reports as follows :
The purpose of Resolution No . 515-92 is to establish an Ad Hoc
Committee to study new approaches to budgeting based upon the text,
"Reinventing Government, " by authors David Osborne and Ted Gaelber .
The Committee understands that the Ad Hoc Committee with the Managing
Director and Finance Director will introduce new budgeting ideas to
be used by the county government .
The text, "Reinventing Government, " suggests that for a government to
remain effective, they must utilize all available resources; the
public sector, the private sector, and the non-profit sector . The
government should cut bureaucracy by decentralizing decision making
and take a business-like attitude toward controlling costs .
Government should go out and create new competitive ideas and
implement new programs to carry out these ideas .
The government should consider competing with the private and
non-profit sectors for services now conducted by the public sector,
co-op with the private and non-profit sectors to bid for jobs now
done by the public sector and various combination thereof .
At the September 14 , 1992 Finance Committee meeting, the Committee
moved to close the file on Resolution 515-92 and referred the text
and tape on "Reinventing Government" to the Mayor ' s Office for their
review.
At the October 7, 1992 Council meeting, Councilman Takashi Domingo
requested that a tape on "Reinventing Government" be made for all
members of the Council . Councilman Domingo would like all the
Councilmembers be given the opportunity to listen to the tape on
"Reinventing Government" before making a decision on Resolution No .
515-91 . At that time, the Council referred Resolution No . 515-92
back to the Finance Committee for discussion.

On October 19 , 1992, the recommendation of the Finance Committee was
to close the file on Resolution 515-92 .
