Your Committee on Finance, to which was referred Resolution
No . 514-92, reports as follows :
The purpose of Resolution No. 514-92 is to request that the
Administration establish an advisory tax review commission to study
and report on alternate methods of generating tax revenue to meet
present and future county needs .
Section 4 .4 of the Hawaii County Charter empowers the mayor to
appoint an advisory commission to serve for a period of time not to
exist beyond the term of the mayor, except as otherwise provided for
by this charter .
Your Committee on Finance is concerned with the increasing demands
for public services and public facilities and also about the burden
placed upon the community to finance these projects through increased
property taxes .
Your Committee, therefore, desires to have the mayor establish an
advisory commission to examine alternative options used by other
local governments in Hawaii and other states to help restructure the
existing property tax base and look into alternative funding sources .
Your Committee on Finance concurs with the intent of
Resolution No . 514-92 and recommends its adoption.
