Your Committee on Finance, to which was referred Bill 659 , reports
as follows :
The purpose of Bill 659 is to amend Ordinance 92-73 , the Operating
Budget for fiscal year ending June 30, 1993 , by appropriating
revenue in the amount of $11, 260 . 00 to the General Fund State Grant
Tree Planting Program account (3304 . 74) and appropriating same to
the General Fund Tree Planting Program (010-505-5505 .48-341) .
Your Committee understands that a grant from the Department of Land
and Natural Resources (SBA Natural Resources Development Program)
was approved to plant shade trees around the Hilo bayfront soccer
fields and the Kailua Park (former Kona airport site) . It is also
understood that funding will be reimbursed after the project is
completed.
Your Committee further understands that the Tree Planting Program is
a new program and General Fund State Grants - Tree Planting Program
(3304 . 74) and General Fund Tree Planting Program
(010-505-5505 . 48-341) are new accounts .
Your Committee on Finance is concerned about the possible
destructive nature of the shade trees to the surrounding area and
the conflicting use to the recreation area and, therefore, would
like to have a copy of the lanscape plan and a time schedule for the
completion of the "Tree Planting Project" from the Department of
Parks & Recreation.
Your Committee on Finance is in accord with the intent and purpose
of Bill 659 and recommends that it pass first reading .
