Your Committee on Finance, to which was referred Bill 655, reports
as follows :
The purpose of Bill 655 is to amend Ordinance 92-73 , the Operating
Budget for the fiscal year ending June 30, 1993, by appropriating
revenue in the General Fund account :

Pursuant to Chapter 51 D-5, Hawaii Revised Statutes , and Ordinance
No . 92-10, the County Council authorized the Mayor of the County of
Hawaii into entering into the Transit Capital Development Fund
Agreement with the Governor of Hawaii .
Your Committee further understands that the $1, 000, 000 . 00 from the
Community Benefit Assessments, contributed by Waikoloa Homesites
Venture, provided funding requirements for the Transit Capital
Development Fund Agreement .

Your Committee was further informed that the request for the
amendment is to purchase twenty (20) transit vehicles and related
maintenance equipment .
Your Committee on Finance would like to go on record to approve the
Mass Transit Program from a pilot program to a permanent program.
Your Committee on Finance is in accord with the intent and purpose
of Bill 655 and recommends that it pass first reading .
