Your Committee on Finance, to which was referred Bill 653 , reports as
follows :
The purpose of Bill 653 is to amend Chapter 4 , Article 4, Division 2
of the Hawaii County Code 1983 relating to dogs by amending the
provisions for penalties applicable to noisy dogs . Rather than
limiting the penalty to $10 for each violation, Bill 653 provides for
an escalation of penalties which would begin at $10 for the first
violation and increase to $25 for the second violation, $50 for the
third and $100 for the fourth violation.
Your Committee discussed the matter of enforcement and assumed that
the Humane Society Officers would be charged with that
responsibility. The difficulty of the enforcement is that the
officer needs to be at the scene for thirty minutes and time the
noisy animal for at least twenty minutes . It was also noted that
Oahu ' s enforcement includes an educational proviso as to training of
the dogs to be less noisy.
Your Committee concurs with the intent of Bill 653 and recommends its
adoption on first reading .
