Your Committee on Finance, to which was referred Bill No. 652,
reports as follows :
The purpose of Bill 652 is to amend the operating budget for the
fiscal year ending June 30, 1993, by appropriating revenues in the
amount of $980, 632 from the General Fund Fund Balance from Prior Year
- Designated (3609 . 61) account and appropriating same to the
Miscellaneous Contractual Services account, Real Property EDP System
(010-121-5125 .42-115) .
At its June 17, 1992 meeting, the Council agreed to allow the
unencumbered appropriations for the Real Property EDP System account
to lapse into the Fund Balance From Prior Year-Designated account .
It was also understood that the fund balance would have to be
appropriated to the proper account upon the commencement of the
1992-93 fiscal year.
Your Committee was informed that the Request For Proposal was issued
with bid open date scheduled for September 4; however, due to the
difficulty of qualifying bidders certain requirements regarding
bidders ' qualifications were relaxed and the bid open date extended
to October 2 . In response to your Committee' s inquiry regarding the
County' s long-term interest in obtaining a GIS system, your Committee
was informed that the primary focus at this time is to obtain a
system which will provide for real property tax administration. They
are hopeful that the system will also integrate with the GIS system
which the County will eventually obtain.
Your Committee on Finance concurs with the intent and purpose of
Bill 652 and recommends its approval on first reading.
