Re: Bill 537, Draft 2 and Bill 537, Draft 3
Your Committee on Finance to which was referred Bill 537, Draft 2
and Bill 537, Draft 3 reports as follows :
Bill 537 amends Chapter 4 , Hawaii County Code 1983, relating to
Dogs, Cats and Animal Control .
At its July 1, 1992 meeting the Council approved Bill 537 , Draft 2
on first reading and referred both Draft 2 and Draft 3 back to
Committee. In referring both drafts to the Committee, the Council
indicated that there were concerns regarding training, citation
powers and etc . , that needed to be addressed.
Your Committee reviewed Bill 537, Draft 3 and was satisfied that the
language as written satisfied the Committee' s concerns. Your
Committee amended Bill 537, Draft 2 by Bill 537, Draft 3 .
Your Committee also noted that the agreement with the Humane Society
would need to be amended upon enactment of Bill 537, Draft 3 .
Your Committee on Finance concurs with the intent and purpose of
Bill 537 , Draft 3 and recommends the Council ' s approval on second
and final reading.
