Your Committee on Finance, to which was referred Communication
No . 3822, reports as follows :
The purpose of Communication No . 3822 from Paul Silva, Chairman,
State of Hawaii Organization of Police Officers (SHOPO) , dated
June 1, 1992, is to request that the matter of liability insurance
for police officers participating in Special Duty be discussed by
the Council .
Your Committee learned that Police Special Duty has been suspended
since the end of March, 1992 by the Chief of Police at Corporation
Counsel ' s recommendation. The Committee discussed that the County
set up a pro rata charge paid for by whomever employs the officers .
This surcharge would then go into a special fund which would pay for
liability insurance, administration costs, and worker ' s compensation
claims .
Your Committee on Finance recommends that the Police Department
resume the practice of assuming special duty Police Officers at this
time. The Chief of Police will continue to search for liability
insurance and submit the necessary ordinance by which the program
can be implemented.
