Your Committee on Finance, to which was referred Communication
No . -3711, reports as follows :
The purpose of Communication No . 3711, from Corporation Counsel
Michael J. Matsukawa, dated April 15, 1992, is in regard to payment
of retainer fees to Mr . William Rosdil when he advised the Board of
Ethics in a recent conflict of interest case. Mr . Matsukawa
questions whether there is a need to obtain a resolution from the
Council to authorize this payment and, unless the Council objects,
has asked the Finance Director to proceed with the payment .
Your Committee on Finance believes that payments be done by
resolution. Corporation Counsel is requested to prepare the proper
resolution for future cases .
Comm. No . 3773 , from Corporation Counsel Michael J. Matsukawa, dated
May 15 , 1992, authorizes the Finance Director to pay legal services
rendered to the Board of Ethics . This invoice is for legal services
and "special counsel fees" which would require prior Council
approval and terms of compensation fixed by the Council .
