HomeMy WebLinkAboutREP FC 564 06/09/1992 (AMENDED) ' REPORT OF THE COMMITTEE ON FINANCE - Date: June 9 , 1992 Re: Comm. 3679 Place: Councilroom Time: 10 : 00 a.m. - Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 618, reports as follows : The purpose of Bill 618 is to amend Ordinance 91-50, the Operating Budget for Fiscal Year 1991-92, by increasing revenues in the following account : Account No . Source Amount 3611 . 05 Sundry Refund-Prior Yr . $8, 898 . 39 and by appropriating to the following account : 010-151-5151 . 02-337 Civil Service- Subs & Membership $8, 898 . 39 Comm. No . 3679 , from Finance Director William Takaba, dated April 30, 1992, transmits Bill No . 618 to amend Ordinance 91-50 by increasing revenues to the Department of Civil Service in the amount of $8, 898 .39 from forfeited funds of the Flexible Spending Program and said revenues are to be appropriated in order to purchase one year ' s subscription to the Hope Health Newsletter for enrollees of the Flexible Spending Program. Appropriate documentation is transmitted for review. The Council was informed that the Civil Service Department proposes to subscribe to 1300 newsletters which will be sent to participants in the Flexible Spending Plan. The Council did not concur with the scope of the proposal so then referred Bill No. 618 back to the Finance Committee in order to : 1) discuss a less expensive option to disseminate the newsletter; and 2) receive an opinion from Corporation Counsel on the various funding options for this money. Comm. No . 3787, from Acting Director of Personnel Michael R. Ben, dated May 21, 1992, submits additional information regarding forfeiture of funds in the County' s Flexible Spending Plan (FSP) , and requests favorable consideration of Bill No . 618 . Your committee learned from Corporation Counsel that the monies in the Flexible Spending Plan are considered to be a part of the County assets .
