Your Committee on Finance, to which was referred Resolution
No . 439-92, reports as follows :
The purpose of Resolution No. 439-92 is to enter into a multi-year
lease for the Office of Corporation Counsel, Family Support
Division, at the Halekii Street building in Kealakekua .
Comm. No . 3579 , from Finance Director William Takaba, dated
April 13 , 1992, transmits Resolution 439-92, to authorize the County
to enter into a ten-year lease for approximately 1, 500 square feet
of office space at the Halekii Street building in Kealakekua to be
used by the Office of the Corporation Counsel, Family Support
Division. Justification and a draft of the lease is transmitted for
review.
Section 10-11 of the County Charter requires that any contract,
lease, or other obligation requiring payment of funds from
appropriations of a later fiscal year or more than one fiscal year,
be approved by resolution.
Your Committee questioned this lease since it is not in the
Kealakekua Business Plaza which the County is interested in
purchasing . Geraldine Hasegawa, Family Support Division, stated
that the lease rent was too high in the Kealakekua Business Plaza
and the Halekii Street Building is in close proximity to the
Prosecuting Attorney' s office.
Finance Director William Takaba stated that this lease is acceptable
to the County since the lease can be terminated after five (5)
years, June 30, 1997, with no penalty.
The Family Support Center is funded by the State, and they have
approved this lease.

No. 439-92 and recommends its adoption.
