Wolfe & Associates recommended that Contingency funds for computer
hardware and software should be released, funds for data processing
software and hardware purchases contained in the FY 1992-93 budget
should be reviewed and approved by the steering committee before
they are expended, and new funding detailed in this plan should be
approved.
Pursuant to Section 10-9 of the Hawaii County Charter, the Council,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
