Your Committee on Finance, to which was referred Bill 603 , reports
as follows :
The purpose of Bill 603 is to amend Ordinance 91-51, the Capital
Improvement Budget, for Fiscal Year 1991-92, by adding the following
projects :
Ainaola Park Facilities Improvements $80, 000 . 00
Piihonua/Kaumana Transfer Station $80, 000 . 00
First Council District Road & Drainage Impr . $80, 000 . 00
Sixth Council District Park Improvements $80, 000 . 00
Ninth Council District Park Improvements $80, 000 . 00
Comm. No. 3565, from Councilmembers James Y. Arakaki , Brian De Lima,
Robert Makuakane, Takashi Domingo and Spencer K. Schutte, submits
(1) Bill 602 to amend the Operating Budget by increasing the fund
balance by $400, 000 and appropriating same to the Transfer to Other
Funds account and (2) Bill 603 to amend the Capital Budget to
include additional projects .
Councilmember Brian DeLima amended Bill 602 by removing $80, 000 from
Piihonua/Kaumana Transfer Station and transfer the $80, 000 to the
second and fourth Council Districts for Park Maintenance and
Improvements . The Department of Parks and Recreation will expend
these monies on priorities in these districts .
Your Committee was divided on Bill 602 since three members opposed
the process used to create this bill . It was believed that all
Councilmembers are to have an equal share of the fund balance.
Your Committee on Finance is in accord with the intent and purpose
of Bill 603 , Draft 2, and recommends that it pass first reading .
