Your Committee on Finance, to which was referred Bill 602, reports
as follows :
The purpose of Bill 602 is to amend Ordinance No . 91-50, the
Operating Budget for Fiscal Year 1991-92, by increasing revenues in
the following account :

3609 . 10 Fund Balance from Prey Year $400, 000 . 00
and appropriating to :
010-801-5801 . 01-341 Transfer to Other Fund $400, 000 . 00
Comm. No . 3565, from Councilmembers James Y. Arakaki , Brian De Lima,
Robert Makuakane, Takashi Domingo and Spencer K. Schutte, submits
(1) Bill 602 to amend the Operating Budget by increasing the fund
balance by $400, 000 and appropriating same to the Transfer to Other
Funds account and (2) Bill 603 to amend the Capital Budget to
include additional projects .
Councilmember Brian DeLima amended Bill 602 by removing $80, 000 from
Piihonua/Kaumana Transfer Station and transfer the $80, 000 to the
second and fourth Council Districts for Park Maintenance and
Improvements . The Department of Parks and Recreation will expend
these monies on priorities in these districts .
Finance Director Bill Takaba is concerened about the need to
maintain a significant fund balance in order to address the TAT
shortfall and to reduce the homeowner ' s tax by 30%.
