Your Committee on Finance, to which was referred Resolution
No. 435-92, reports as follows :
The purpose of Resolution No . 435-92 is to create one (1) Geothermal
Compliance Coordinator and one (1) Clerk-Typist positions for the
Planning Department .
Comm. No. 3532, from Finance Director William Takaba, dated
March 24 , 1992, transmits Resolution 435 to authorize the Planning
Department to create one (1) Geothermal Compliance Coordinator
position and one (1) Clerk-Typist position. The Geothermal
Compliance Coordinator will assist and advise the Planning Director
in organizing, managing, directing and controlling all projects
relating to geothermal development activities on the Big Island, and
the Clerk-Typist will provide support to the Compliance Coordinator.
Mr . Takaba states that funding for these positions is through the
State Department of Business, Economic Development, and Tourism.
Comm. No . 3532 transmits for review appropriate documentation and
justification.
Your Comittee questioned Mr . Michael Ben, Acting Director of
Personnel, as to why this is a civil service position since the
County is assured State funding for a one (1) year contract . Your
Committee learned that this position will be exempt from Civil
Service laws . This position would be temporary since there is no
guarantee that the State Legislature will continue funding this
position.
Your Committee recommended that the Resolution be amended to reflect
that the position is temporary.

Your Committee on Finance referred Resolution No . 435-92 to
Administration to amend the Resolution to create a Draft 2 by adding
the proper language to create a temporary position and recommends
its adoption as amended.
