Your Committee on Finance, to which was referred Bill 599 , reports
as follows :
Bill 599 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by appropriating revenues in the following
General Fund Accounts :

010-000-3301 . 72-000 FEMA Disaster Relief $98, 685 . 00
and appropriating same to the following account :
Account No . Function & Activity Amount
010-911-5911. 13 .341 Contingency Account $98, 685 . 00
Comm. No . 3494 , from Finance Director William Takaba, dated
March 24 , 1992, submits Bill 599 to amend Ordinance 91-50,
appropriating $98, 685 that they expect to receive from the Federal
Emergency Management Agency (FEMA) to the Contingency Account . The
Finance Director explains , although they anticipate receiving
$256, 260 in total, $4 , 765 will go to the Department of Water Supply
and $152, 810 to the Highway Fund.
The purpose of this appropriation is to replenish what will be
transferred from the Contingency Account and placed into the Puna
Park Acquisition Account (resolution in process) . The Puna Park
Acquisition Account is being established to enable the County to
purchase beach park property in Pohoiki to replace what was lost in
Kalapana .

A Parks Acquisition Resolution No . 430-92 was deferred at Council on
April 1, 1992 . The Finance Committee recommends that Bill 599 be
taken up concurrently with Parks Acquisition Resolution No . 430-92
at Council and that it pass first reading after Resolution
No . 430-92 is adopted.
