No . 347-92, reports as follows :
The purpose of Resolution No. 347-92 is to transfer and appropriate

Comm. No . 2680, from Director of Finance William Takaba, dated
July 15, 1991, states that the Financial Audit Report for the Fiscal
Year ended June 30, 1990 recommended that a long-range data
processing plan be developed for Hawaii County.
Copies of the Data Processing Review and Long Range Plan for the
County of Hawaii are transmitted, which represents the
Administration' s initial step toward establishing maximum efficiency
in computer operation, while addressing the changing computer
requirements of the various County departments and agencies .
The Finance Director explains that the Plan includes an assessment
of current applications and capabilities; an assessment of the
County' s needs which require data processing support; determination
of current and future hardware and software requirements to meet the
data processing needs; determination of personnel training
requirements; and the current and future role and responsibilities
of the Data Processing Division and department users .
Comm. No . 2680 transmits Resolution 347 to transfer funds from the
County Contingency account to Public Works - Highway Division, and
Highway Maintenance Division.

Pursuant to Section 10-9 of the Hawaii County Charter, the Council,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another.
Your Committee on Finance is in accord with the intent and purpose
of Resolution No. 347-92 and recommends its adoption.
